			<title><![CDATA[At Kramer, stepping into the “blended” age]]></title>
			<description><![CDATA[
<p>Over the last six years, no more than 24 percent of students at Kramer Middle School in Southeast D.C. have read proficiently. Math scores during that same period  have never been higher than the 29 percent registered in 2011. Enrollment has dwindled almost 40 percent since 2006 (454 to 277) as two high-performing charter schools serving middle grades (Achievement Prep and KIPP:AIM) have taken root in Ward 8. </p>

			<title><![CDATA[NCLB waiver bid stalled by Ed Dept. concerns]]></title>

<p>It turns out that the U.S. Department of Education has quite a few issues with the District’s <a data-xslt="_http" href="http://www.washingtonpost.com/blogs/dc-schools-insider/post/dcs-no-child-waiver-application-draft-available-for-comment/2012/01/18/gIQA0etJBQ_blog.html">application for relief</a> from No Child Left Behind. The problems start with two chronic concerns: The city’s poor record of handling and accounting for federal grants, and its difficulties staying in compliance with special education laws. Both were inherited by the Office of the State Superintendent of Education when it was formed in 2007, but they remain obstacles. </p>

			<title><![CDATA[OSSE report: District pays at least $10 million to educate non-resident students]]></title>

<p>The District has been trying to save a few dollars by<a data-xslt="_http" href="http://www.washingtonpost.com/wp-dyn/content/article/2010/07/01/AR2010070106192.html"> reducing the number of special education students</a>

<p>According to a new report, that includes 118 students whose families don’t even live in the city.</p>

<p>Meekins, who works in special education, was among this year’s 21 recipients of the Agnes Meyer Outstanding Teacher Awards, sponsored by The Washington Post Educational Foundation to recognize teachers throughout the region for their initiative, creativity and professionalism. A group of area principals also received Distinguished Educational Leadership Awards. Officials are especially interested in funding schools that want to extend the academic day, leverage technology to improve learning, or upgrade staff.</p>

			<title><![CDATA[DCPS, union reach accord on teacher retirement]]></title>
			<description><![CDATA[
<p>It took nearly two years, but it appears that DCPS is finally prepared to comply with the early retirement provision of <a data-xslt="_http" href="http://www.washingtonpost.com/wp-dyn/content/article/2010/06/02/AR2010060202762.html">the contract it signed</a> with the Washington Teachers’ Union (WTU). The 2010 collective bargaining agreement says that teachers with good evaluations and 20 years of service who lose their  jobs in the annual “excessing” process are eligible for early retirement with full benefits.</p>

<p>D.C.’s  Office of the State Superintendent of Education (OSSE)  promised lots of outreach and transparency in its <a data-xslt="_http" href="http://www.washingtonpost.com/blogs/dc-schools-insider/post/dcs-no-child-waiver-application-draft-available-for-comment/2012/01/18/gIQA0etJBQ_blog.html">application for relief </a>from portions of the federal No Child Left Behind Law. Evidently that doesn’t include the U.S. Department of Education’s response to the application, which OSSE has in hand but <a data-xslt="_http" href="http://www.washingtonpost.com/blogs/virginia-schools-insider/post/no-child-waivers-feds-scrutinize-virginia-maryland-dc-plans/2012/05/07/gIQAnTH77T_blog.html#pagebreak">declines to release</a>. </p>

			<title><![CDATA[Northwest D.C. schools: Renovated Janney faces third-grade crowding]]></title>

<p>While DCPS has <a data-xslt="_http" href="http://www.washingtonpost.com/blogs/dc-schools-insider/post/school-closings-not-a-question-of-if-but-how-big/2011/09/29/gIQAzC7N7K_blog.html">more buildings than students </a>to fill them, its Northwest schools continue to pack ‘em in like “Avengers” screenings.  Janney Elementary, which reopened last summer after a <a data-xslt="_suspect" href="">$29 million modernization </a>and expansion, has already run out of space for next year’s third grade class.</p>

			<title><![CDATA[“Excessing” notices for 333 DCPS teachers]]></title>
			<description><![CDATA[
<p>This year, at least, they didn’t <a data-xslt="_http" href="http://www.washingtonpost.com/blogs/dc-schools-insider/post/dcps-teachers-get-excessing-notices/2011/05/09/AF3u6ccG_blog.html">do it on National Teacher Appreciation Week.</a>
</p>
<p>DCPS announced late Friday afternoon that it has sent annual “excess notices” to 333 teachers. It means that changes in budget, enrollment or academic programs at their schools have effectively eliminated their jobs. The excessed educators have until August 15 to find other spots in the school system. School officials said they expect at least 60 percent to be retained.</p>

<p>Twelve public charter schools and campuses of two others have closed their doors over the last four years. They either shut down on their own, often for financial reasons, or were put out of business by the  D.C. Public Charter School Board over academic or governance issues.</p>
