Mr. Obama pledged the deal is “going to be a priority of mine and my administration.”

Editorial Board: Peace talks a fragile step in Afghanistan

PAST ATTEMPTS by the Obama administration to start peace talks with the Afghan Taliban foundered in part because the process was not, as U.S. officials frequently claimed, “Afghan-owned and Afghan-led.” In fact, the Taliban refused to negotiate with the government of Hamid Karzai, insisting its only purpose was to arrange the complete withdrawal from the country of all U.S. and allied forces. On Monday, the Supreme Court ruled the measure invalid.

The court looked to the 1993 National Voter Registration Act, also known as the motor voter law, which was supposed to streamline voter registration across the country. Among other things, it empowered a commission to develop a common registration form that all states have to “accept and use” to populate federal election rolls. The resulting form requires a signed affirmation of citizenship but no supporting documents. Under its 2004 law, though, Arizona rejected completed federal forms without documentation.

Editorial Board: Frederick County’s silence cannot be the last word on two deaths

IN RESPONSE to the outcry that followed Robert Ethan Saylor’s fatal encounter with off-duty deputies in Frederick County, Sheriff Charles A. Jenkins promised “that this agency is transparent and that all the facts will be presented when the investigations are completed.” But the public is still in the dark about how the refusal of this young man to leave a movie theater could end in his death. Now come troubling details about the department’s handling of another incident that also resulted in death. It’s enough to make one wonder who exactly is being protected in Frederick County and whether it’s time for an independent look by outside agencies. The circumstances of the two cases, occurring within days of each other in January, vary greatly, but each raises issues of whether these fatalities could have been avoided had authorities acted differently.

Editorial Board: Iran’s election hints anew at the desire for change

HASSAN ROUHANI will be Iran’s next president not only because he was picked by a majority of Iranian voters but also because the country’s supreme leader, Ayatollah Ali Khamenei, chose to accept his victory. But if the United States ever faced a genuine conflict in cyberspace, with decisions having to be made at network speed against adversaries unknown or hard to find, who would be in charge? A major attempt to sort this out at the highest levels is evident in President Policy Directive 20, which President Obama signed last October. A majority of the House, 145 Republicans and 82 Democrats, wrote to Ms. Tavenner on Wednesday, asking her to delay implementation of a Medicare cost-reduction initiative, scheduled to take full effect July 1, for six months. They complain that procedural irregularities threaten patient access to wheelchairs, oxygen tanks, beds and diabetes test strips — known in Medicare parlance as “durable medical equipment, prosthetics, orthotics and supplies,” or DMEPOS for short. In fact, these concerns are overblown. Ms. Tavenner should not postpone these overdue reforms to Medicare’s DMEPOS program.

Editorial Board: Military brass wins on sexual assault bill

THE HOPE that Congress would adopt bold measures to end the epidemic of sexual abuse within the military seems headed for the same heap of broken promises that has accompanied each new scandal over decades. Disappointing moves in the House and Senate last week failed to address the core issue of a biased chain of command. But if the race to elect a replacement to Mahmoud Ahmadinejad alters anything, it may be for the worse — at least from the West’s point of view. Scarred by the popular uprising of 2009, the country’s supreme leader, Ayatollah Ali Khamenei, has ensured that only conservative regime loyalists were allowed to enter Friday’s first round of elections. His favorite may be Saeed Jalili, a slavish follower who as Iran’s nuclear negotiator has prided himself on his inflexibility.
